What should I do to expose some one using his 3 dogs to hunt down and kill foxes in my area?

I am an animal lover, I have been feeding foxes at a golf-coarse for years and have discovered 3 of my foxes pups dead & severely mutilated in the past month & half. I have discovered the person responsible he has 2 white & brown Spaniels and a Staffy, I know he was reported to the police for the slaughter of 1 of these fox pups but nothing seems to have happened to him, can I name & shame this person ? what can I do to stop this?
